tt 3845: ('claimed fixed'): verified, sort of.

Before the patch, I played an outfielder at catcher for a full season, and while he allowed a lot of PBs, he threw out about 28% of baserunners. With the latest build, I again inserted a non-catcher, named Kuan-Tai Fou, at catcher for a full season (because of injury he played only 81 games). This time, Fou only threw out 18% of basestealers- still more than I'd expect, say, David Ortiz to throw out if he was inserted at catcher for the year (and effectively, that's what I was doing- inserting an unathletic firstbaseman at catcher), but it was the worst CS% in my OOTP league among catchers who had received regular playing time. Strangely, however, Fou only gave up 4 passed balls over the entire season. Even if I prorate that total to make up for the games Fou missed, there are still 21 real catchers in the league (30 teams, MLB style) who let by more passed balls than pro-rated Fou, the converted 1B. Fou has a 9 in Catcher Ability and a 4 Catcher Arm (out of 200), and gave up 4 PBs in 81 games; meanwhile, Tal-hun Im, with a 109 Catcher Ability gave up 19 PBs in 131 games, to take the worst catcher in the league as an example. Anyway, perhaps it's small sample size. If anyone else tests this, I'd be interested to know what the PB numbers look like.
