Rice is up by 18% in catches, 20% in yards and 23% in touchdowns. I do expect it to end up being about 8%, 9% and 10% when the season is done but even that isn't that similar. Yes Rice had Hall of Famers throwing to him, but he was still the player that had to get open, catch the ball and run with it afterward.

Its like arguing Babe Ruth vs. Hank Aaron vs. Barry Bonds. Barry and Aaron are better because they didn't have to play against African Americans. Ruth and Aaron are better because the mound was higher. Ruth and Aaron are better because technology hadn't advanced. Aaron and Bonds are better because they hit more home runs. Bonds is better because he done more than just hit lots of HRs. Ruth is better because he also pitched. Aaron is better because he didn't need steroids to pass Ruth.
I'd say that 8% catches, 9% yards and 10% TDs would probably easily made up had Moss had a HOFer throwing to him. But we'll never know.
