Unique Elicense issue

I recently reformatted my system drive and reinstalled XP. I had OOTP installed on a separate partition from Windows, so I figured it would run fine, but it does not. After the reformat, I tried to launch the game, and I got the licensing screen. I'd only used one license, so I just relicensed the game. Now, when I try to launch, I get this error: "Unable to open user data folder! Please reinstall OOTP."

I had reassigned my user data folder to the non-Windows drive, but apparently OOTP is now looking to the Windows drive again in order to find user data. I tried copying all of the user data back to the OOTP folder in the Application Data directory on my Windows drive (which I guess was created when I launched the newly licensed game), but I still get the same error.

So I need to reinstall the game, but there doesn't seem to be a way to unlicense it. There is no Elicense control in my control panel, in the rt-click menu of the game launch icon, or in the game directory itself. Judging by the chain of events, I think I've already used both my licenses. How do I fix this?
