For a while, I based promotion/demotion based on VORP. That compares a player to the rest of his league. I figured if a player had a high VORP, he was better than a below average player in his league and deserved a call up.

However, there was a thread going around about minor league stats not being a very good indicator of player performance in the majors. Since, I've reverted to using ratings.

Don't know if I can say which produced better results. It's kind of a YMMV thing.
