Looking for Competitve, Straight-Forward, Non-Scouting League

I'm really enjoying my current on-line league, but it's not keeping me busy enough and I'd like to branch out into a second one. The problem is that if I join a league, I want to be able to devote some real effort into it. As such, I'm probably being extraordinarily picky about finding a league. There are clearly a lot of great leagues out there, but maybe not so many that fit my preferences.

Ideally, I'd want a league with:
  • No scouting. I can't budge on this one.
  • Fictional players. MLB leagues end up looking 'wrong' after a little while.
  • Minimal out of game rule clutter. I want to play OOTP, not a convoluted hybrid that forces me to play important parts of the game through forums. (Aside from trading, of course)
  • A serious theme.
  • A smaller group of very active GMs who are friendly, competitive, and active in league discussion. This is very important, as it is where half of the fun of a league comes from. I don't want a league/universe so large that you can't keep track of it.
  • Preferably leagues that retain some sort of roster management strategy. Waivers, Rule 5 draft, and either a salary cap or planned/controlled finances.

Again, I'm being extremely picky, but I figured that I'd post it up here and see if something looks like a good match. I can stay on a waiting list if need be, but if a spot opens up in another league that fits what I'm looking for, I'd rather be playing than not.
