Quick question: Is it possible to "scout nations" with Cubby's 3.0 rosters? I made sure the scouting system was on, and after reading the manual, it says this decision is made at the creation of the game. So obviously whenever Cubby set this up, he declined this option. Anyway around this?

The manual also details that you can only scout nations that don't have leagues operating in them. If there are leagues in your saved game, you have to scout the leagues, not the nation.
I started using Cubby's latest roster that's in his signature. In that roster, he has 2 Japanese leagues, but no other international leagues.
So I sent 1 scout to both Japanese leagues, and the rest of my scouts to the nations, and I've eventually received reports back from all of them.
My North American scout even came back with a 19 year old SS prospect who, once I signed him, became the #2 overall SS prospect in this "baseball universe".
Since he wasn't available to be drafted because he wasn't "discovered" yet, I signed him right off the bat and now he's the top prospect in my organization, even better then my entire draft class from that season.
None of my scouting reports came in until near the end of the season, so be patient.
