Each player only has one offer on the table at any given time. If yours is not his favorite, it has been rejected and is dead. Although it shows in your display, it no longer counts against your available funds. So, there is no offer, so nothing to withdraw (thus the lack of a button).
I read another point about being able to up the ante, even if you're the top bidder. That would be a nice feature, 'cause sometimes I can tell a player is sittin' on my "best" offer but has no intention of accepting it. And when someone tops my number, he's off to the other team before I can even counter. I've gotten burned like this a few times for lowballin' the first bid.
