Check two things:
-first, go to Manager menu --> Options. Make sure that 'Set Lineups (etc)' is under your control, and not AI control;
-if that's all fine, you're probably in Commisioner mode (you are if in the top right corner, there is a drop-down menu that says 'Act as'). If you're in Commissioner mode, you might not actually be the GM of your team (Commish mode lets you temporarily act as a GM, in case you need to force a release or trade). You need to get hired:
-- stay in Commissioner mode, and go to Manager menu --> Available Jobs;
-- find the job you want and apply for it (you'll get the job immediately);
-- then leave Commish mode by going to Manager menu --> Options (there's a checkbox).
