I don't know the answer to your question, but I would like to see a "renegotiate" button instead of or in addition to the withdraw offer button. A player that leaves you hanging for a week or more might be spurred to sign if you dropped some cash from the table. His value might go down, too, if you make a trade or sign someone of equivalent need. Maybe you could add some more money to give him more incentive.
I also had an extremely annoying thing happen a couple of times concerning FA offers. I had the best offer for a player, he waited for 2 weeks, then sent me the "sorry but Texas made me the best offer" email without allowing me a counter-offer. I can see where that could happen, but since you can't offer out more money than you currently have you can end up being handcuffed to a guy and then end up signing no one. When it happened to me, I had to decide between a 2B and a SP for an offer of a 13 mil contract. The pitcher signed for about 11.5 mil in the first week. When the 2B went to Texas after holding my money for 2 weeks, I was left holding the bag with most of the better FAs already signed.
