There is, apparently, a hidden 'rust' rating that affects performance. Players who haven't played for a while may need some playing time to play up to their ability. The effect is often seen in bench players, who don't normally play quite as well as their ratings suggest. I don't know whether rust affects players coming off the DL, but it's certainly possible, in which case a few games in the minors might help to get them playing at full ability. That's the only benefit a minor league rehab assignment could have in the game now, and I'd guess it's a very small benefit, so I personally don't bother. In any event, you'd have to put any veteran through waivers to do it, which would often be a bad idea!
