Exactly. Only scouting the 40-man roster doesn't cut it for me, so my head scout does a full scout of my entire organization once a month. So basically, my 40-man gets scouted on the 1st and 19th of every month.
I have only one scout that I scout the draft pool with. (Doing it with 5 was making me over-analyze too much and making it too cumbersome anyway). After he's done, he automatically scouts MLB, and then he scouts a nation until the next draft pool.
The other 4 are all on cycled lists of full-scouting organizations. I have 26 org's in my world, so they all have their own division, so I know anyone in the AL West was scouted by one scout, etc. This took some getting used to, but it works wonders for me as far as knowing what I'm looking at. If I wanted to get really anal about it, I could pull a quick list of major transactions and quickscout those guys by their new team's scout. But as it is, I get an accurate look at every decent prospect on every organization at least once a year. The only ones I miss are those that get dropped or traded.
