In my experience, it seems, the max for a roster with no limits is 150.
I actually do not let the AI sign, release, or trade players at will. But I do use the "ask AI to set up complete minor league system" function frequently.
So what I do is periodically (once or twice per season) cut players I feel have no future use to the orginization. (IE too old or little or no upside)

Hope this post helped somehow and if I was wrong about the 150 please correct me.
