I can probably help you here, but I'm not exactly sure what you're asking- do you mean why does a player run out of options? The rule runs something like this- the team has the option of keeping a guy on the 40-man roster and putting him in the minors for parts of 3 seasons. If a guy has been on the 40-man and played in the minors in parts of 3 different seasons, he is out of options and needs to clear waivers to be sent down (the waivers become irrevocable in that case). There are a few intricacies in the real-life rule that I haven't mentioned, but they're not implemented in OOTP.
