The nations record to have an accurate population figure.
Reason
The population of a nation is currently calculated by adding up all the populations of all the cities in that nation. This means that only places with > 1000 people are counted towards the total. The population of China is listed as around 750,000,000 (IIRC) in OOTP2007 which is a good 300 million short of what it actually is!
