I think the issue is this, although this is partly guesswork-

-in the roster set, there are several AAA guys with ratings close to the ratings of players on the ML roster. In OOTP, ratings fluctuate quite a lot. If an AAA guy gets a slight boost, or the ML guy a slight hit, the AAA guy seems like a better use of the roster spot, and the AI waives or releases the ML guy. Because ratings are fluctuating all the time, the AI makes a lot of these kinds of moves (although Markus pointed out once that there is a 'patience buffer' to prevent too many such moves- http://www.ootpdevelopments.com/boar.../t-147379.html )- Fernando Martinez with the Mets might overtake a 40-man outfielder briefly, then be overtaken a month later and be removed from the roster. Some of the quirky roster moves in the set aren't because players are rated too poorly, but because the teams have substitutes in the minors who overtake the major league players. Jeff Weaver, for example, has been released in both my sims because the AI wants to use Robert Rohrbaugh in his place. Some of the high potential prospects also quickly get Overall ratings good enough to get them on a roster, leading established players to be dropped. I expect it would help to reduce the overall ratings of many of the prospects and AAA players in the set; some are reaching the majors too fast. I've run a sim, and made a list of minor leaguers who surprisingly ended up as starters on ML rosters, which I'll post to the ratings thread.
