Started my league this weekend, and set the "media contracts" lower the further down the quality of league, which seems to be doing what I want. Also set the contract to ignore market size for the sake of simplicity. It is causing teams to sign 1 or 2 guys for big deals, and the rest at minimum, which is what I wanted to see.
