I am doing a similar exercise myself right now. I am setting up a 1901 league with independent minors.

I may be wrong but I think it controls the quality of players generated for the draft and free agency. From what I've read on the message boards adjusting team financials (i.e. minor teams with small market revenue) will prevent minors from hoarding star major league caliber players.
