The ones under the "Spring" tab are all Spring Training. The ones under the "Mar/Apr" tab are regular season.
When I ran some tests last night, I did eventually get some Regular Season games in the 9% range.
When the Financial setting is off, it appears to zero-out all the Financial/Fan/Market settings. They are set to zero for all teams, and making changes to them has no affect on the attendance.
The "Average Attendance" setting that you see for all my regular season games (which so far are all at the 99% range) is 30,000. I tried simming some games with different Average Attendance settings, such as 20,000, 10,000, 500 or 1, but I always got attendances that were either in the 99% range or the 9% range.
