I was thinking of setting up a fictional historical league, starting in 1901, with unaffiliated minor leagues (basically independent leagues at the correct minor league level). I want this set up so I have to scout the minor leagues to find good talent, and be able to sign that talent. To do this, would I have to allow free agents in the independent leagues, so I can sign them when their contracts run out? I am afraid if I don't allow free agency in those minor leagues, they will never be able to leave that team (without a trade of some kind), which kind of defeats the purpose...
