It is certainly possible that could have been the case. I'd really like it if the game set roster size limits on the minors automatically at the start of the league (of course leaving it so the user could still change it but I rather they were on instead of off at league creation). That way we could avoid these freak things where the team is overloaded with players. 200! That is insane.
