Perhaps we need to have you reinstall everything. The best way is to move all your saved games, world templates and quickstarts your destop or whatever then uninstall the game in control panel, delete the OOTP Baseball 2007 folder in my docs/sports interactive, then go to program files and delete the OOTP Baseball 2007 folder.
That should remove everything OOTP07 from your PC. Then go here and download the game:
http://www.ootpbaseball.net/downloads.php (I think you will have to DL 2.1 and then patch to 2.2 as the page seems to indicate the full version is not updated with the patch - not sure if that is really the case).
