They aren't being 'punished', they've been rewarded less than you would like. For them to be punished playoff teams would have to have a higher chance than they do, or the higher lottery teams would, or something. There are all kinds of reasons for a team to finish at the bottom of the standings, and a number of them(such as injuries and tanking) have nothing whatsoever to do with how much help a team 'needs'.
