Here it is:
cock-a-hoop
adjective
1. very proud of something: boastful about something that has been achieved
2. unbalanced or twisted: in an unbalanced or twisted position
[From the phrase "to set cock on hoop," to drink festively.]
I assume this is a popular expression in the U.K., because I have never heard or seen it before.
