This is because I noticed I didn't like the playoff system (only 6 teams make it in a 30+ team league) and I realized I can't change the playoff settings in the options menu.
So basically, would I be able to make a different league and import the rosters? Or am I just wasting time?

I don't see why you can't just export the rosters, which contain teams, names, and ratings, save that file someplace, and delete the game. Start a new league (perhaps from a template that you saved), move the rosters.txt file into that saved game folder, and import the rosters.
Note: You would want to Release All Players first to remove any players generated when you set up the new league, then go to the Free Agents page and Delete All Free Agents (you need to be the commissioner for that last part). Then import your old rosters.
Important: the team arrangement in your new league must be in exactly the same order, and the same amount of teams, of course. This is because each player in the roster file is assigned to team 1, 2, etc.
Left behind will be their stats and their player histories (both of which I don't think you wanted anyway). You could experiment with exporting the stats, moving those files, and importing them in the new game, and with copying all the player history text files from the old \news\txt\players folder to the same location in the new saved game folder, but that would be a bit tricky.
