Often if a guy is putting up good numbers in the minors even with poor ratings I'll jump them up a level just to see how they do. Sometimes they'll continue to stagnate but sometimes it really gets their development going. I had a 26-year-old pitcher who was a former first overall draft pick but had never made it out of AAA and after giving him a couple of starts when one of my guys went down due to injuries he matured into one of the best pitchers in the league in about two months. It really depends on the player.
