First, Scot is proposing this. Based on what I've read so far, it seems he wants to do it this way. And I like his proposal as is.
Second, yes, your changes should be kept secret. And I think the change should be once only for each match.
Third, the owners that don't want to change lineups from week to week don't have to. It's like most other sports leagues I've been in - some move guys up and down, others don't. There are definite merits to either strategy.
