I have noticed the same thing in my leagues both in 2007 and when I did manual expansions in 2006, but because my leagues allow draft pick trading I couldn't be sure what the order was supposed to be.

However I suspect that the game treats expansion teams the same way it does the initial amateur draft and uses the expansion teams' records at the time of the draft to establish their position in the draft. I don't know if there is any validity to this theory, but I have noticed that expansion teams with better records at the time of the draft, pick later than the others.

The fact I allow draft pick trading confuses things though, so someone else with more knowledge will have to settle the issue. But that is what I think is happening.
