So a retroactive DL wouldn't really help in the original problem. A retroactive DL doesn't just make the DL time shorter, it adjusts for the last time the player entered a game.
That is true. The player can be put on the DL retroactively but still has to wait 15 days from the last game action the player had. So if the player is out for a week as the OP said, he should still be kept on the DL for 8 days while healthy.
