Another guy had the same issue. He tried PCMs of 1.00 and found that the players were too good, and .85 and found that they were too bad. I think alot of that has to do with time period. Someone else was trying to do a 1960s Nippon League, and he thought that .85 worked well.

As far as the financials are concerned, have you looked at the out=of-the-box Nippon League from League Setup in the game? I haven't tried 2007, but in 2006 it was awash in funds. I had to twice wring money out of the system to keep salaries from spiralling through the roof.
