Balancing "major" leagues & PCMs

What I want to do is create two fictional leagues, a major league with minors and an independent league (probably w/o minors) that has a somewhat lower level of competition than the first league. I'd like it so that stars from the main league very rarely (if ever) end up going to the indie league, but league-average and lower players might do so. I'm basically doing an Eastern & Midwest major league, and I want to have a Western league that is independent, but almost as good.

I assume the first step is to set average salaries lower in the Western league, so superstars will not be tempted by a better salary to move West. But I'm not sure how to handle PCMs. I noticed that all of the standard peripheral leagues (Korean, Mexican winter, etc) in the game still have 1.000 traditional PCMs; only their Sabremetric PCMs are lower. This makes me think that lowering only the Sabre-PCMs will get me the desired effect, but according to the manual, you should only change the Sabermetric PCMs for minor leagues, because the results are unpredictable.

I'm not sure what to do here. What would happen if, for the Western league, I lowered the traditional PCMs as well? I'd like to see the stand-out players in the Western league be able to jump over to the major league and do well. I'm not sure if that would happen if I lowered the traditional PCMs, or if I were to lower them, what level they should be at for some players to be able to make the jump.
