following the same rules as does the human player? That's the key question. Often, a game will give the AI certain advantages that the human player doesn't get. The
Civilization series of games were well-noted for this. The AI, for example, always got to see the entire game map while the human player always had to explore to reveal it. You can find lots of these sorts of "cheats" being given to the AI in many games to make it a tougher opponent for the human player.
Even
Galactic Civilizatons II, which is often cited as a game with a great AI which doesn't use such "cheats" still gives the AI player production bonuses at the higher levels of difficulty that the human player doesn't get.
