If your goal is basically to keep teenagers out of the majors, you could set the minimum age for the major leagues at 20, 21, or 22, whatever you prefer. If you want to make them develop more slowly, I think there's a development modifier that will do that, but I've never used it and don't really know anything about it. I'm sure someone else can tell you (I'd like to know more about it too).
