That would seem like a reasonable solution, but it never is enough. Let's face the truth here, some people are DUMB and would ignore the "Incomplete" next to the file name. They would then start kicking and screaming about how the file isn't complete, and "this and that is wrong", and "Why isn't (insert favorite player name) rated better?" In the end, the roster makers, who put tons of their own time into a mod for everyone and for FREE, don't want to put up with all the B.S. until they are satisified with the end product. So they wait until it is finished to release it.
And, it is nearly impossible to delegate work to others as you can't merge the files. The only work that can be delegated is research into current rosters and correct player bio's, the little stuff.
