Independent High School Leagues

I have tried several attempts at creating independant high school leagues to model real life MLB. I have MLB with full minors, one college level feeder with 60 teams, 4 US HS feeders with 16 teams apiece, 1 Canadian HS feeder with 16 teams, and 1 Puerto Rican HS league with 16 teams. As far as I can tell this all works fine.

I have also added international high school leagues for Dominican Republic, Cuba, and Mexico. I have tried them as international leagues and as high school leagues. I created these leagues with players aged 15-18 with the idea that after the players have developed they would be signed by MLB clubs. For the most art that also seems to be working.

The problem I am having is that afer a few seasons these leagues do not generate any players that have a potential rating higher than 21. I have tried with an inaugural draft and without. I have tried with amateur draft and without. I have used an amateur drafts of 10 players per season and 8 players per season. No matter what I try the results have been the same, a worthless league within three years.

If there is another strategy I should use or if there are modifiers I should change to make this work please let me know. I can also send a copy of my template for someone to look at.
