It should not come off cash on hand. It should be charged to player expenses, which is correct. A players salary is considered a player expense, and if you cut the player you have to "buy out" or absorb the remainder of his contract, which should go against player expenses.

I distinctly recall cutting players with big salaries in the previous few versions and noticing right away that my resources for future signings were affected. It does work correctly.
