I'm not sure if this answers your question, but there is a setting in league setup that allows you to set a percentage to how much the AI looks at stats in the current and previous year and at ratings. You may have to experiment with this to get the results that you personally like.
Player recalc is such a great feature that I really would suggest using it. The default setting is three-year recalc (out of 1, 3, or 5 year options) and that kind of smooths things out nicely. One-year recalc would probably jump around more than you would want.
With recalc, if a player has no stats for a particular season, perhaps due to a real-life injury, the game's normal player development takes over to give you realistic alternate universe results for a player of that previous skill and age. However, if a player had poor, partial season stats due to a real injury, recalc will adjust him down -- not so severely if 3-year or 5-year recalc is on.
