I don't understand how VORP is calculated well enough to know if I need to change the minimum value for automatic HOF induction.

I'm running a league that starts out with a scant 84 games. Based on this, getting 3,000 hits in a career would certainly be an achievement, so I've modified the HOF minimums downward to reflect the lighter schedule. Is VORP a relative factor (similar to BA or ERA) or a fixed factors (similar to hits or wins)? In other words, do I also need to adjust minimum VORP downward?
