Try uninstalling the game, delete all of the OOTP 2007 directories, then set those graphic settings back to the defaults. Be 100% sure the drivers are updated. Then install the game again. Start a clean fresh game and see if that clears it up.

Also, go to Start, click Run and type in "msconfig". then click the startup tab and let us know what has a green checkmark.
