I finally figured out a successful workaround to import a roster txt files into a template. Doing the same thing I was doing in post 1 except when you put all the fictional guys on the free agent pool do not delete them. That is the key. At that point while they are all on the free agent pool you need to go and import the rosters which will fill up the teams correctly. After that go to the free agent pool in commish mode and delete everyone there. Unfortunately it deletes the real players Cubby had in the free agent pool. I don't know how to get around that at this point.
Doing this method actually rates everyone's potential/overall correctly, the database info page has over 5000 players listed like it said it would and everything works correctly. There still seems like there's a bug here though.
