Havana doesn't seem to be recognized by the 'City Finder' in game. Is it part of the database?

I've tried the more accurate versions of the city name as well (good job from Raidergoo and whoever else at getting the real spellings right for many others).

I've tried Habana, La Habana, Havana, and Villa de San Cristóbal de La Habana. No dice. Is there an OOTP embargo?
