It is better to wait. I believe templates from 2006 will work, but due to the changes to the game and the additional league setup options, they may/will not do so perfectly. As such, the recommendation is to create templates fresh with the new version.
So by all means plan out your league and how you want to play before you get the game, but it would be safest to wait until you actually have the game before trying to enter it into OOTP.
