Because it's in the rules that you can take a quick free kick if the referee allows it. On this occasion it seems as though he allowed that to happen. But it can open up all sorts of allegations against referees with regards to bias to certain teams or even actual collusion in the results of matches.
I hate the rule. It should be got rid of, and if you want to shoot at goal you have to wait for a whistle.
