You have to set an age minimum and age maximum of a feeder league. Once a player reaches the age maximum, he is dumped into the draft pool of the feeded league.

When a new season starts in a feeder league, the rosters are filled up again with players aged the minimum age. So basically, the old players get drafted (or dumped into the FA pool if undrafted), and young ones get added automatically afterwards.
