YOU consider him to be the best baseball player ever, but that doesn't make it fact. Just like I consider him to be a lying, cheating scum bag(as a baseball player, not as a person since I don't know him personally) who hasn't earned the right to call himself anything but a cheat, but that doesn't make it fact either.
The fact is, he was putting up HoF numbers before he blew up like a balloon, so I do think he deserves to be voted in either way (and if I had a vote, I would vote for him because of this). I can definately see him not getting votes though because of the steroid issue.
** FYI -- I wrote this before reading through the entire thread. The "best player ever" argument is an old one, so I replied right away
