Toronto have a contract that bans other Canadian teams until 2010 I think so you don't need to worry.
And only Montreal and Vancouver would be likely candidates for teams IMO anyway.
As for the stadium, well it may never get built as from what I've read, the city council are not convinced it will benefit the area, nor are convinced of how they are going to build it safely over a railway track.
