Implement a salary cap.

My big complaint is the same as with 6.5 - the computer doesn't know how to use waivers correctly. At least with 6.5 the computer Ai would grab a good player from the waiver wire occasionally but in my 1985-lahman import league I've grabbed Mark Portugal, Rafael Palmiero and Paul O'Neal from the waiver wire. None of the other AI managers even made an attempt to claim them.

O'Neal won ROY the next year.

With the cap there's no way I'll be able to hang onto them but I'm going to enjoy having a competitive Royals team for a few years!
