They do not look to have quality enough players to be that far in debt.

Their support is good now, but only a few years ago they were in the bottom half of the old third division (League 2 nowadays), and their attendance then was in the 3-4,000's. So I would guess the former chairman Sam Hamann spent more money, "speculate to accumulate" style, and that's why they are in debt.
Their debt according to this article is £24 million.
