Exactly, you're not grasping the difference between basketball and football. A lesser basketball team is much more likely to compete with a top notch basketball team than a lesser football team is to compete with a top notch football team. Basketball, Hockey, and baseball are different than football. The lesser team wins all the time, so a big tournament is acceptable for basketball.
In football the best team almost always wins, it's not as common for big upsets.
