I think it is a state secret, yes. 
I guess it is because most records are kept by hand, and they don't feel it is worth it to input the figures into a public database.

Would the BBC have the records? The UK also has harsh laws on state material. Its to be sealed for 75 years. Its annoying that important UK records from WWII are still held to be top secret.
