OKay here's how I figure out % for chances to move up at the end of the year.
I randomly pick guys who I think should try to move up .. no method there.
Each guy I pick starts with 30%
10% for being a former champ
5% if they are a current champ (15% total)
2% for each successful title defense
5% if over 30 fights
5% if currently ranked in the top 10
20% if they have lost 5 title fights (meaning had their shot need to try new division)
